The information provided on this web site is to promote understanding of the Utility’s stormwater activities; to ensure public safety; protect private and public properties and habitat; and enhance the natural environment and waters of the County.

Vision Statement

Efficient Utility Addressing the Stormwater Needs of the County, while Protecting its Water Resources.

 

Mission Statement

Dedicated to the management, construction, maintenance, protections, control, regulation, use, and enhancement of stormwater systems and programs in Beaufort County in concert with other water resource management programs.

 

Utility Activities

The Utility was established by County Ordinance and its activities are guided by a Comprehensive Master Plan completed in 2006 and by a Stormwater Management Utility Board

Extent of Service (EOS) and Level of Service (LOS) for maintenance activities are guided by the following documents:

They are currently in draft and awaiting final approval.

 

The Master Plan identifies nine program elements that are to be addressed by the utility.  They are:

  1. Stormwater Control Regulations
  2. Primary Stormwater Management System Enhancements
  3. Water Quality Controls for Existing Developments
  4. Water Quality Monitoring
  5. Annual Maintenance
  6. Inventory of Secondary Stormwater Management System
  7. Additional/ On-going Study and Analysis
  8. Public Information
  9. Utility Administration

 

Requirements concerning Stormwater Systems are found in the Counties Zoning and Development Standards Ordinance and the design criteria found in our

Best Management Practices Manual.

 

The Utility partners with four Municipalities in the County through inter local agreements.  Drainage efforts within these municipalities are supported through fees collected by the County. 95% of the fees that are collected within a municipality’s jurisdiction, is then distributed back to the municipality.  If you have a drainage concern in the Town of Hilton Head Island, the Town of Bluffton, the Town of Port Royal, or the City of Beaufort please contact the towns/city.  They will coordinate with the Utility if we can be of support.
