About the Board

The Beaufort County Board of Elections was established in accordance with Section 7-27-240 of the South Carolina Code of Laws and is made up of nine members appointed by the Governor of the State of South Carolina upon recommendation of the Beaufort County Legislative Delegation.

The Beaufort County Legislative Delegation appoints, from the existing Board membership, the Chairman and Vice-Chairman.

The Executive Director serves at pleasure of the Board.

 


 

Board Leadership

  

Ron Clifford, Chairman

Mr. Clifford was appointed by the Governor in October, 2005 and was named as Chairman in April, 2010.

   

Dean Hewitt, Vice Chairman

Mr. Hewitt was appointed by the Governor to the Beaufort County Board of Elections and Registration in May, 2006 and was named as Vice Chairman in May, 2011.  He is a retired public relations and marketing executive with further experience serving his country 31 years as a U. S. Navy Reserve officer.  He holds Bachelor of Journalism and Master of Arts degrees from the University of Missouri.

Since moving to Beaufort County in 1996, Mr. Hewitt has been an active member of the community serving on the boards of the YMCA of Beaufort County and the Friends of Hunting Island and as a member of the St. Helena Corners Area Community Preservation Committee.


Scott M. Marshall, Executive Director

Mr. Marshall is a retired Air Force officer with further experience as an organization and strategy consultant with Booz Allen Hamilton, Inc.  He began his tenure with Beaufort County on June 22, 2009 as Executive Director of the Board of Elections and Registration.

A native of Danville, Virginia, Mr. Marshall spent over 23 years in the United States Air Force serving in both the enlisted and officer ranks. During his time on active duty in the Air Force he served as a nuclear weapons technician, a substance abuse counselor, and a personnel officer. His assignments included duty in a variety of operational, staff, research, and training settings at the Air Force, Department of Defense and White House levels. From August 2007 to August 2008 he served in Operation IRAQI FREEDOM, based at Al Taji Air Base, Iraq as a military advisor to the Iraqi Air Force, assisting in their efforts to establish a new air force while conducting counterinsurgency operations. For his service in Iraq, he was awarded the Bronze Star Medal.

Mr. Marshall holds a Master of Science in Public Administration (MPA) degree with a concentration in human resources from American Public University, where he graduated with honors.  He has a Bachelor of Science degree in political science and psychology from Eastern Michigan University with a minor of military science, and was also awarded an Associate Degree in munitions systems technology from the Community College of the Air Force.

Beverly Dore

Ms. Dore was appointed by the Governor in July, 2010.


Marilyn Jankowski

 Ms. Marilyn Jankowski was appointed by the Governor on May 14, 2010.

 

Hugh O'Kane

Mr. O'Kane was appointed by the Governor in November, 2005.  He is a an engineering graduate of The Ohio State University with over 26 years experience in the Lighting Business Group of General Electric (GE).  At GE he held engineering and manufacturing positions at various facilities in Ohio, Pennsylvania and New York before becoming plant manager at three successively larger glass and lamp manufacturing sites in Ohio and Pennsylvania.  He also managed manufacturing plants in North Carolina, Georgia and Tennessee for American, German, British and Japanese companies.  In 2000 he retired as president and CEO of O-Flex, Inc and relocated to Beaufort County. 

Since relocating to Beaufort County, Mr. O'Kane has been involved in the Rotary Club of Hilton Head Island (past president), Habitat for Humanity, St. Francis by the Sea Church (lector and usher) and The Ohio State University Alumni Club of Hilton Head Island (past president).   He and his wife, Gail, have six children and nine grandchildren.

 

James Rowe

Mr. Rowe was appointed by the Governor in August, 2009.

    

William Severns

Mr. Severns was appointed by the Governor on May 2, 2012.
