Special Election for Senate District 45 Vacancy

A Special Primary is scheduled for Tuesday, September 1, 2015 and a Special Primary Run-off (if necessary) is scheduled for Tuesday, September 15, 2015, to fill the unexpired term of the late Senator Clementa Pinckney. The Special Election will be held on Tuesday, October 20, 2015.


Candidate Filing Period:

The candidate filing period for the State Senate District 45 Special Election (Allendale, Beau­fort, Charleston, Colleton, Hampton, and Jasper Counties) will open at noon on July 3, 2015, and close at noon on July 13, 2015. Any candidate seeking a political party’s nomination for this office must file with the county board of voter registration and elections in the candidate’s county of residence during this period.

Note: Filing location for Beaufort County only. Candidates must file in county of residence.


Filing Hours:

Weekdays:  Monday thru Friday – 8:00 a.m. to 5:00 p.m.

Weekends:  “None”

Holiday:  Closed July 3, 2015

Filing Form: The Statement of Intention of Candidacy & Party Pledge (SICPP) form required for filing is available in the “Candidate Information” section of and at the county voter registration and elections office.


Filing Fee: The filing fee for this office is $121.33. Filing fees are paid at the time of filing by candidates seeking the nomination of a party nominating by primary. Filing fee checks should be made payable to the appropriate state political party. A candidate seeking the nomination of a party nominating by convention does not pay a filing fee.


State Ethics Filings: Candidates are required to file a Statement of Economic Interests and a Campaign Disclosure online with the State Ethics Commission at Failure to file these documents may result in a candidate fine but will not disqualify a candidate from the election. The Board of Voter Registration and Elections of Beaufort County Satellite office operating hours has temporarily changed.

Effective Monday, July 6, 2015, the Bluffton Office will open Monday to Friday, 9 am – 1 pm and 2 pm – 4 pm. The office will remain open five days a week until Friday, November 20, 2015, except during County scheduled holidays.


After Friday, November 20, 2015, the Satellite office operating hours will return to being open Wednesdays only, 9 am – 1 pm and 2 pm – 4 pm.

Full services can still be obtained at the Beaufort office at 15 John Galt Rd., Monday – Friday, 8:00 a.m. until 5:00 p.m.

New voter photo identification requirements are in effect.  Please have one of these five photo IDs ready to vote:

  • S.C. Driver's License
  • ID Card issued by S.C. Department of Motor Vehicles
  • S.C. Voter Registration Card with Photo
  • Federal Military ID
  • U.S. Passport
